Small rental properties get extra flexibility. For residential rentals of 15 units or fewer with no onsite owner, manager, or employee, California lets a tenant request a tow from their own assigned space with a signed request, without a manager on site. The owner or agent still authorizes the tow, and the paperwork has to follow within set time limits.

Can a tenant call you directly to tow a car from their space?
Only in limited cases. At residential rentals of 15 units or fewer with no onsite manager, a tenant can request a tow from their assigned space with a signed request, and the owner or agent authorizes it. At larger properties, an authorized manager or agent has to authorize the tow and be present.
